Most Auckland subdivisions require both a resource consent and a building consent from Auckland Council — though not always. We assess exactly what applies to your site during your free feasibility consultation.

WHEN IS A RESOURCE CONSENT REQUIRED?
A resource consent is needed when your subdivision falls outside what the Auckland Unitary Plan automatically permits. Common triggers include:

- Your site is slightly outside standard zone rules — lot size, setbacks or coverage
- The property is in or near a flood zone or overland flow path
- Natural hazards are present — coastal erosion, unstable land or steep terrain
- Proximity to heritage sites, notable trees or sensitive environments
- The proposal is in a special character or overlay zone

If your property ticks any of these boxes — which many Auckland sections do — a resource consent is required before subdivision can proceed. Our team identifies these triggers during your free feasibility assessment so you know exactly where you stand before committing to anything.

Resource Consent covers the legal subdivision of land under the Auckland Unitary Plan. Our team manages the full application including Assessment of Environmental Effects, engineering reports, topographical survey and licensed cadastral surveyor. Total timeframes including preparation are typically 6–8 months.

BUILDING CONSENT
Building consent fees are calculated based on the value of building work under Auckland Council's 2025–2026 fee schedule:

- Project value $100,000–$499,999: council deposit $5,398
- Project value $500,000–$999,999: council deposit $7,664
- Project value $1,000,000+: council deposit $10,530

Additional levies apply — MBIE levy at $1.75 per $1,000 of project value, accreditation levy at $0.56 per $1,000, and building research levy at 0.1% of project value. A Code Compliance Certificate base fee of $700 is required on completion.

For a typical subdivision new build valued at $500,000–$700,000, total building consent costs including architectural drawings at $14,000 per dwelling, structural engineering and all council fees and levies are typically $26,000–$28,000 per dwelling.

DEVELOPMENT CONTRIBUTIONS
Development contributions are charged by Auckland Council per new lot created — separate to consent fees. Budget approximately $13,000–$20,000 per new lot for standard Auckland areas. Investment Priority Areas including Tāmaki, Māngere, Mt Roskill, Westgate and Whenuapai can be significantly higher. DC costs vary by location, zone and timing — we confirm your exact liability during the feasibility assessment.

Site preparation and earthworks are one of the most variable subdivision costs in Auckland. Costs depend on slope, soil conditions, existing structures and retaining wall requirements. Earthworks on larger sites or sloping land in areas like Henderson, Papakura and Pukekohe typically require separate engineering sign-off. Our team manages all excavation, earthworks and retaining across South, West and East Auckland.

Site works and infrastructure are often the most underestimated cost in any Auckland subdivision. Every new lot requires its own connections and services: - Water meter: approximately $27,000 per lot (Watercare connection and meter installation) - Stormwater & wastewater drainage: typically $30,000 for a standard subdivision drainage setup — covering new connections to Auckland Council and Watercare networks - Power (Vector upgrade): approximately $28,000 for a 4–6 lot subdivision — covering new Vector network upgrade and individual connections Note: Watercare has placed restrictions on new connections in parts of Auckland. We check availability during your free feasibility assessment so there are no surprises later.

With civil works complete and Section 223 approval confirmed against your subdivision consent, construction of your new home begins.
